Legislative Update: End of the 2026 Session and What It Means for Our Schools

The 2026 regular session of the Washington State Legislature concluded late Thursday evening, March 12, when the 69th Legislature adjourned sine die at approximately 8:25 p.m. During the final days of the session, lawmakers approved the state’s supplemental operating, transportation, and capital budgets, bringing several changes that affect K–12 education across Washington.

As with most legislative sessions, the final budget includes a mix of investments and reductions. Below is a summary of several key decisions and what they may mean for school districts.

State Revenue Changes

Lawmakers approved ESSB 6346, which establishes a 9.9% tax on household income above $1 million. If implemented, the tax would begin in calendar year 2028, with collections starting in 2029.

It is important to note that the new tax could face court challenges or a potential ballot initiative, so its long-term impact on state revenue and education funding remains uncertain.

Key K–12 Budget Impacts:

Local Effort Assistance (Levy Equalization)

Local Effort Assistance (LEA), which helps balance funding between school districts with differing property tax bases, was reduced in the final budget by approximately $25 million statewide. Earlier proposals in the House would have reduced the program more significantly.

Additionally, LEA funding tied to Alternative Learning Experience (ALE) programs was further reduced through ESSB 6260, which lowers the enrollment factor used in the formula from 33% to 25%.

Running Start

The Legislature debated significant reductions to the Running Start program, which allows high school students to take college classes for dual credit.

Initially, both chambers proposed lowering the program’s funding level from 1.4 FTE to 1.2 FTE, which would have effectively eliminated many summer Running Start opportunities for students.

After strong feedback from community colleges, students, and school districts, lawmakers reached a compromise. Funding will be reduced to 1.3 FTE for the 2026–27 and 2027–28 school years, but only if ESSB 6346 is enacted by June 30, 2026. If it is not enacted by that date, the funding level would drop to 1.2 FTE.

Transportation and School Buses

Several changes were made to transportation funding:

Bus depreciation schedules were extended:
  • Small buses (Type A): from 8 years to 10 years
  • Large buses (Type C and D): from 13 years to 15 years
  • For zero-emission school buses, reimbursement will temporarily be reduced to 33% of the typical reimbursement level during the 2025–26 through 2027–28 school years.

While these changes reduce short-term state spending, they also extend reimbursement timelines for school districts replacing buses and will cost more in maintenance of older buses.

National Board Certified Teacher Bonuses

Beginning in the 2026–27 school year, the annual inflationary increase for bonuses provided to National Board Certified Teachers will be removed.

Teachers will continue to receive:
  • $6,514 for achieving National Board Certification
  • An additional $5,000 for those working in high-poverty schools

However, the base bonus will no longer increase annually with inflation.

Additional Program Reductions

Other smaller reductions in education spending include:
  • Adjustments affecting educator leadership and professional development programs
  • Changes to grant funding associated with transportation programs
  • Implementation of new school health rules from the Washington State Board of Health, with the first phase expected to be implemented without additional funding for districts

What to Watch for Next

Now that the legislative session has concluded, several follow-up resources will help school districts better understand the details and implications of the final budget:
  • A comprehensive bill overview from the Washington Association of School Administrators (WASA) and partner organizations
  • A written budget summary and high-level fiscal overview from WASA

Continuing Advocacy for Public Education

Throughout this legislative session, I had the opportunity to work with colleagues and partners across the state to advocate for strong and stable funding for public education. That advocacy included communicating directly with legislators, sharing the realities facing our schools, and emphasizing the importance of meeting the state’s constitutional responsibility to support public education.

While the legislative session has ended, that work does not stop. I will continue to advocate for policies and funding that support our students, staff, and schools.

As we look ahead to the 2027 legislative session, it remains important for policymakers to hear clearly from educators, families, and communities that:
  • Unstable funding makes it harder to retain talented staff
  • Underfunded expectations weaken the long-term sustainability of programs
  • Broken promises erode trust in the state’s commitment to public education

Public education remains the state’s paramount duty, and strong schools depend on consistent partnership between the state and local communities.

Thank you to the many families, educators, and community members who stayed engaged throughout this legislative session and who continue to support and advocate for Washington’s students.

Sincerely,
Bob Maxwell
Superintendent

Aubrey Anderson, who currently serves as a Career and Technical Education Teacher and Dean of Students at Lincoln Middle School, was selected through an interview process to be recommended for hire as Pullman High School Assistant Principal beginning on July 1, 2026. The recommendation to appoint Ms. Anderson to the position of Pullman High School Assistant Principal will be presented to the Board of Directors during the regular board meeting scheduled for April 15, 2026.

Following a thorough application and interview process, Ms. Anderson brings a strong background in teaching and student support within our district. Since joining Pullman School District, Ms. Anderson has served in the following roles:
  • 5th Grade Teacher, Sunnyside Elementary School

Franklin Elementary Principal Position

As we continue our search for the next Franklin Elementary Principal, we wanted to provide an update on the status of the position.

We recently completed interviews with two candidates and appreciate the time, care, and commitment they brought to the process. After thoughtful consideration, the hiring team has decided not to move forward with a selection from this round.

The position remains open and we will continue accepting applications through April 30 for the next round of consideration. We remain committed to finding an instructional leader who will support the continued success of Franklin’s students, staff, and school community.

Thank you for your continued support and engagement throughout this process. We will share updates as we move forward.

PTA, PTO & Booster Clubs!

Behind so many of the great things happening across our schools are the dedicated volunteers of our PTA, PTO, and Booster Clubs. These groups play a vital role in strengthening the connection between our schools, families, and the broader community.

From organizing family events and supporting classroom needs to fundraising for extracurricular programs, their impact is felt in every building. Whether it’s coordinating book fairs, hosting staff appreciation efforts, enhancing student activities, or providing resources that go beyond district funding, these partners consistently show up for our students and staff.

Just as important, PTA/PTOs and Booster Clubs help create welcoming spaces for families to get involved, build relationships, and stay connected to their child’s school experience. Their work helps foster a strong sense of belonging and community across our district.

Thank you to all of our PTA, PTO, and Booster Club members!

Pullman Education Foundation!

The Pullman Education Foundation (PEF) continues to make a meaningful impact in our schools by investing directly in innovative learning opportunities for students.

One of the ways they bring this mission to life is through their Innovation Grant Program, which is currently accepting applications from our educators.

PEF shares that "the intent of this grant program is to allow teachers, staff and administrators to critically analyze programming and opportunities where investment by the PEF can make an impact by implementing new programs, providing an opportunity for innovation or enhancement of existing programming, and identifying areas in which this grant may help scale successful programming to a larger audience. These grants are available to individuals as well as teams of educators."

We’re grateful for their ongoing partnership and encouragement of innovation across our district, and we look forward to seeing the exciting ideas our educators bring forward this year!
